In this assignment on Historical Perspective, students are required to pick one (1) similar
federal policy that was discussed over a span of two (2) different administrations. Addressing the
historical perspective of the time when the policy was considered or implemented. Indicate the
context or the problem of the day and the urgency for the policy. Analyze the social, economic,
and political environments for the times the policy was discussed or implemented. Finally,
critique the policy for its effectiveness of the time. For this assignment, we will be reviewing the
Domestic policies of Presidents Ronald Reagan and Barack Obama.
Historical perspective of the time when the policy was discussed or implemented
Analysis of Ronald Reagan's domestic policy finds that President Reagan came to the
White House during the election of 1980. Ronald Reagan would become the fortieth President of
the United States, defeating President Jimmy Carter. Currently, Republican holds a majority in
the House and Senate. Interestingly enough, Republicans had a similar majority in 1980, the first
time in twenty-five years Republicans were able to obtain a majority in both houses.
President Reagan's domestic policy for Governing sounds similar to that of the
Republicans national platform today; Bigger Government isn't the solution to today's problems
but the cause of our Nation's problems, and smaller Government is the key to a Capitalist
economy. Additionally, Reagan's national platforms included reducing taxes, increased state
rights, economic prosperity through private enterprise, increasing defense spending and
emphasizing relationships with proven allies. You can see the similar political platforms and
policy promises in today's presidential campaign, even the slogan "Make America Great Again"
was used by Ronald Reagan further driving his policy positions on the American People ASSIGNMENT 1: HISTORICAL PERSPECTIVE REVISION 3 (Associated Press 1980). According to the Gallup poll, he ended his presidency in 1989 with a
fifty-three percent job-approval rating (Rossinow, D. 2013)
In Contrast, President Obama was elected as the forty-third President based on a national
platform of increased Government and spending. President Obama?s main domestic policy
achievement would be the Affordable Care Act that mandated all Americans have health
insurance and provided subsidies for families that could not afford the mandate.
Analyze the social, economic, and political environments for the times the policy was
discussed or implemented
Social and economic environments play a part in policy making; specifically, in the
input-output policy making models. During President Reagan?s first term he was faced with a
weak economy that included high inflation and an unemployment rate of 7.5% (Domitrovic
2012). Similarly, President Obama met and an even higher unemployment rate of 7.8%.
Political factors during the Reagan administrations played a huge role in the creation of
a policy that would propel Reagan and similarly Obama, to the White House for two terms. The
political climate under Reagan was the rising challenge of the economy and foreign policy.
President Obama took office in 2008 when the economy was just entering the great depression,
and unemployment would rise to as high as 10% in 2010. Critique the policy for its effectiveness of the time
Currently, the net job growth for President Obama is around 800,000. Compared to
President Reagan's net job growth of five million; one can come to the conclusion the
Reaganomics have succeeded economically more than Obamanomics (Domitrovic 2012). ASSIGNMENT 1: HISTORICAL PERSPECTIVE REVISION 4 Reagan?s economic plan was not without criticism, one major concern during his
Presidemcy was Reagan?s tax policy. In August, 1981, Congress passed the Economic Recovery
Tax Act of 1981. This legislation reduced individual and corporate income taxes drastically,
reducing by $33 billion the amount of tax revenue coming into the government for fiscal 1982. It
